Understanding the Town Budget Process: Tentative → Preliminary → Final
As we begin the 2027 budget process, we want residents to understand how a Town budget moves from the first draft to the final adopted budget.

1. TENTATIVE BUDGET — The Starting Point
The Budget Officer prepares the Tentative Budget after reviewing the estimated revenues and expenses submitted by the Town’s departments and offices.
Under New York State Town Law, the Tentative Budget is filed with the Town Clerk by September 30 and presented by the Town Clerk to the Town Board at a meeting held on or before October 5.

This is not the final budget. It is the starting point for the Town Board’s review.

2. BUDGET REVIEW MEETINGS — Going Through the Numbers
The Town Board then reviews the Tentative Budget. During this process, department heads and officials may meet with the Board to discuss their individual budgets, explain requested expenses, answer questions, and discuss anticipated needs for the upcoming year.

The Town Board may make changes, reductions, additions, or other revisions to the Tentative Budget as permitted by law.
These meetings are an important part of the process because they allow the Board to examine the proposed spending and revenues before the budget moves to the next stage.

3. PRELIMINARY BUDGET — The Board’s Revised Budget

Once the Town Board completes its review and approves its modifications, the Tentative Budget becomes the Preliminary Budget.
The Preliminary Budget includes the proposed appropriations, estimated revenues, fund balances, amount to be raised by taxes, elected officials’ salaries, and other required financial information. It is then filed with the Town Clerk and made available for public review.

4. PUBLIC HEARING — Residents Have an Opportunity to Be Heard

A public hearing must be held on the Preliminary Budget.
At the hearing, members of the public have the opportunity to speak for or against the Preliminary Budget as a whole or any specific item contained in it.

5. FINAL BUDGET — Adoption
After the public hearing, the Town Board may make additional changes to the Preliminary Budget.
The Town Board then adopts the budget by resolution. Once adopted, it becomes the Town’s Annual Budget for 2027 and establishes the appropriations for the upcoming fiscal year.

The final budget must be adopted no later than November 20.

Tentative Budget → Town Board & Department Review → Preliminary Budget → Public Hearing → Final Revisions → Adopted Annual Budget
